Regenerating a Central London NeighbourhoodThe Ebury Bridge Estate regeneration is a landmark mixed-tenure redevelopment in the heart of Westminster, led by Westminster City Council with Bouygues UK as the main contractor. Replacing the original 1930s estate, the project delivers around 780 new homes, more than half of which are affordable. With its series of communal and private roof terraces, the development introduces high-quality outdoor spaces that connect residents, enhance wellbeing, and transform the skyline of central London.Designed by Arup, the scheme serves as a benchmark for sustainable urban living, integrating low-carbon technologies, blue roofs, and green infrastructure to create a healthy, community-focused environment.Light, Openness and SustainabilityThe regeneration was guided by three clear aims: to maximise daylight and views in a dense urban context, to provide safe and inclusive outdoor areas, and to balance sustainability with amenity value. The design carefully considers height and massing to achieve generous terraces and gardens without compromising access to light or privacy.From energy-efficient systems to biodiversity-focused landscaping, every element supports Westminster’s commitment to sustainable development. Blue roofs help manage rainwater naturally, while low-carbon materials reduce the project’s environmental footprint.Terraces for Connection and Well-beingAcross the development, residents benefit from a variety of communal and semi-private roof terraces. These landscaped areas, featuring planters, seating zones, privacy screens and decking, encourage neighbourly interaction while offering calm retreats above the city streets.At podium level, shared gardens create opportunities for social gatherings and play, while higher terraces provide panoramic views across London. The use of natural materials and greenery brings a sense of openness and vitality to the estate, promoting both physical and mental well-being.Precision Installation and CollaborationBouygues worked closely with Arup’s landscape and architectural teams to deliver accessible, high-quality terrace spaces that meet rigorous safety and design standards. The terraces were constructed using Raaft’s modular substructure and planter systems, which provided the flexibility and durability required for such a complex multi-level environment.Raaft’s systems enabled efficient installation, precise alignment, and easy maintenance access – key factors in achieving the high-quality finish demanded by the project.Raaft Systems in ActionRaaft’s range of terrace, decking and planter solutions played a pivotal role in delivering the project’s sustainable outdoor environments:Preventa® Fire-Rated Metal Pedestals and Preventa® Fire-Rated Aluminium Joists provided a robust, fire-rated platform capable of supporting varied surface finishes while ensuring drainage and accessibility.Structa Floor Panels were used to contain resin-bound gravel and rubber crumb surfaces across terrace and balcony zones, enabling a refined, durable finish with excellent slip resistance.Raaft Planter Systems were used extensively throughout the roof and podium landscapes to create green pockets and delineate spaces, supporting biodiversity and visual continuity.A New Standard for Urban RegenerationThe completion of Phase 1 in 2024 has already delivered 226 homes – 100 council-owned, 110 market sale properties and 16 for returning leaseholders. With each phase, the estate continues to set new standards in quality, sustainability and design integration.The terraces and podium gardens exemplify the project’s ambition to foster community, enhance wellbeing and reconnect residents with nature, all while meeting the practical demands of urban density.Through thoughtful design and the adaptability of Raaft’s terrace systems, the Ebury Bridge Estate stands as a model of how modern regeneration can combine social value with environmental performance.
